Charitable Foundation “Patients of Ukraine” is the largest patient association in Ukraine. Its goal is to “provide all patients of Ukraine with effective treatment, by uniting activists to influence public laws and policy.” The organisation has 50 highly motivated members, leaders of various patient communities, and represents 23 nosologies.

“Patients of Ukraine” is the organisation that initiated the reformation of the health care system and the state pharmaceutical procurement in 2015. Also in 2015, the foundation coordinated the creation of the National Health Care Reform Strategy continue to work on implementation of the reform. The representatives of “Patients of Ukraine” will participate in the development of the Health Reform Continuation Strategy until 2030.

The organisation provides patients with access to information about the stocks of free medicine in almost two thousand hospitals with the site www.eliky.in.ua. To support patients, CF also launched a hot-line where patients can receive information regarding free medical services and medicines in health facilities. 

By analysing the nature of calls to the hotline received during a three-month period of the war’s first year (August to October 2022), the organisation was able to assess patient’s needs. The vast majority of the 587 callers during this three-month time proved to be patients, or their relatives—of all age groups, and from across the country (with 18% being from Kyiv). More women than men used the service and the medical condition most-commonly referred to by callers for help and information (68%) was adult oncology. Lack of medicines, and the inadequate conditions necessary for obtaining medicines, comprised the main topics of callers. Typical requests included:

• “I was told to look for medicines in the drugstore, but there were no such medicines. I don’t understand what to do, and how to get treatment.”
• “In my hospital, I was told to buy medicines. Can I get them free of charge? And if ‘Yes’, in what way?”
• “My husband was diagnosed with hepatitis C. I just came back to Ukraine, and know nothing about that subject. Tell me everything I need to get these medicines, please.”

Taking action

Almost immediately after the full-scale invasion, the organisation launched a powerful platform to help patients and the wounded using the resources of the Foundation. “Patients of Ukraine” provided medicines and health products to health facilities in Ukraine for the amount over UAH 170 million.

“Patients of Ukraine” have also been working on the development of the rehabilitation system in Ukraine for more than a year. This is the first major initiative that will change the approach to rehabilitation of Ukrainians affected by the war: creation of the advanced and effective rehabilitation system based on the principles of evidence-based medicine and a multidisciplinary approach.

With the support of Crown Agents and the IRC, “Patients of Ukraine” carried out repairs of 35 healthcare facilities in the de-occupied regions of Ukraine. The plans include the reconstruction of 25 more healthcare facilities, as well as the construction of 4 new healthcare facilities.

Благодійний фонд «Пацієнти України» – це найбільше пацієнтське об’єднання в країні. Його мета – «забезпечити всім пацієнтам України ефективне лікування, об’єднавши активістів для впливу на державну політику й закони». Фонд зібрав довкола себе 50 вмотивованих членів, лідерів різних пацієнтських спільнот, що представляють 23 нозології.

«Пацієнти України» є тією організацією, яка започаткувала процес реформування як системи охорони здоров’я, так і державних закупівель ліків у далекому 2015-му році. У 2015 році саме фонд координував створення Національної стратегії реформування охорони здоров’я та продовжує працювати над втіленням реформи. Представники фонду брали участь у розробці Стратегії продовження реформи — розвитку системи охорони здоров’я до 2030 року.

“Пацієнти України” відкрили для пацієнтів доступ до інформації про залишки безоплатних ліків у лікарнях створивши сайт «Є ліки» www.eliky.in.ua, де зібрана інформація про наявність безоплатних ліків у майже 2 тисячах лікарень України. Для підтримки пацієнтів Фонд запустив гарячу лінію «Номер здоров’я», де пацієнти отримують інформацію щодо безоплатних медичних послуг та ліків у закладах охорони здоров’я.

Проаналізувавши характер звернень на гарячу лінію, які надійшли протягом трьох місяців першого року війни (у серпні – жовтні 2022 року), організація змогла оцінити потреби тих, хто телефонував. Переважна більшість із 587 осіб виявилися пацієнтами або їхніми родичами всіх вікових груп і з усієї країни (18% – киянами).

Послугою скористалося більше жінок, ніж чоловіків. Найчастіше зверталися за інформацією і допомогою щодо онкології в дорослих (68% від усіх дзвінків). Відсутність ліків і неналежні умови їх отримання були основними темами консультацій. Найчастіше зверталися з наведеними нижче запитаннями.

• «Мені сказали шукати ліки в аптеках, але їх там немає. Я не знаю, що робити та як лікуватися».
• «У лікарні мені сказали купити ліки. Чи можу я отримати їх безкоштовно? І як саме?»
• «У мого чоловіка виявили гепатит С. Я щойно повернулася в Україну й не знаю, як діяти

далі. Будь ласка, дайте мені всю необхідну інформацію, щоб отримати ці ліки».

Ужиті заходи

Одразу після повномасштабного вторгнення “Пацієнти України” запустили потужну платформу допомоги пацієнтам та пораненим на базі Фонду. Фонд забезпечив ліками та медвиробами медичні заклади України на суму понад 170 млн грн.

Також “Пацієнти України” вже більше року працюють над розбудовою системи реабілітації в Україні. Це перша велика ініціатива, яка змінить підходити до реабілітації постраждалих внаслідок війни українців: побудова якісно нової ефективної системи реабілітації, яка базуватиметься на принципах доказової медицини та мультидисциплінарного підходу.

Також Фонд за підтримки Crown Agents та IRC здійснив базові ремонти 35 медичних закладів у деокуповних регіонах України. У планах відремонтувати ще 25 закладів, а також побудувати 4 заклади охорони здоров’я.
